Add Additional Roles, Restrict Roles, Custom Roles for Access

The Admin Role is the only role that allows payroll finalization, but it also gives access to company level adjustments. Creating a way to match TWP access or allow partners/admins to adjust manager access, such as allow Managers to also finalize payroll. A way to customize access to the different tabs and screens is preferred.
