Allow users in the Provider Portal to make same actions as when impersonating a Company Admin

Providers should be able to make changes to features such as onboarding, workflows, timecards, etc. without having to impersonate a Company Admin. This could later create confusion and liability issues on who actually did certain actions. A way to track which user did what in a report would be beneficial to have as an audit trail.
