Manager ability to access assigned employees documents in their file cabinet

It would be beneficial for managers to have access to employee documents in the file cabinet. Even as documents are added have a place to check if a manager can have access. For instance, an employee performance review, discipline forms, etc. These are forms which a manager would have seen and have access to in a paper file. Since we assign a manager to an employee, this seems to be a good update to your system.
