Once account is made inactive prevent auto time card entries that would be billable

When we do billing we occasionally have an issue. We sometimes see an account that has been cancelled pp back up onto our invoice. this is due to auto holidays, future pto time card additions, auto add hours, etc. Can we please make it so that even if thee are these things configuredfor an account that is no longer active that it prevents it from being billed to the reseller?
