Allow options to change work week/month default hours

We would like the ability to set default hours for determining a full-time work week on the Work Week Report to 35 hours instead of 30. Additionally, we would like the ability to set the hours for determining a full-time work month on the Work Month Report to 140 hours instead of 130.
