Accrual Manager - Enable a max hours allowed per year field

Enable setting a max hours allowed per year to an accrual bucket.

Ex: Employee accrues per hour, 40 hour max per year. Once the employee hits 40, and uses PTO they should NOT continue to accrue until the bucket reaches 40 again. Once they hit the max allowed per year there should be no continued accruals.
