Limit who receives notifications

Add more limitations to the notifications section or add additional roles for admin level or higher positions. Owners or other higher up positions don't necessarily need to receive notification on when an employee forgot their password for example. For companies with 100+ employees, these notifications create an inconvenience because it is filling up their email inbox.
