Allow managers to send Employee Invites

We have clients who would benefit from managers being able to send the Employee Invite emails. The people with company administrator access are not directly involved with new hires and managers must send them a request to send the email, which may not happen right away. It would be helpful if managers could send the email as they are the ones in contact with the employee and can follow up to make sure the email was received and login credentials were set up, and they could resend if the link has expired. This could be added as an additional permissions check box in the manager role setup.
